It's not too late to rebuild supply chain in ROW with western determination, capital, tech and innovation( know-hows of RE and magnets from Lynas and Hitachi), and other advantages plus strong demand. The most important thing is ROW is committed to do it now especially after EU was waken up by the China-Russia joint statement immediately before Ukraine war.
