IMO it needs to be progresive.
Go through the local process causing minimal angst, but standing your ground. If that fails, go for International arbitration with an established track record of doing the right thing and seeking a mutually acceptible and scientifically based compromise, as opposed to a capritious minister prepared to ignore her own advisors and unwilling to talk with the company (or even formally notify them of decisions).
