The facility is required regardless, IMHO.
Lynas is about to run out of room at the LAMP. Two years, maybe three, that's it. Two probably closer to the truth. Hoping that KAL preprocessing is timely.
Turning WLP into Condisoil in their present location gets more impossible by the month. The pdf could be next door and there would still be a hit to COP.
It sure would be nice if Lynas were a bit more informative and forthcoming.
