In Australia companies don't have to submit a new EIA every time there is a change from the original proposal, they just amend the original to suit. Lynas EIA for Mt Weld was created in 1988 and its the same one being used today only with amendments.
The previous Malaysian government preference was to recycle the residues. Now the new government has indicated that is not their preferred option so Lynas must now make applications for permanent disposal. No point in making applications for permanent disposal if thats not what they planned to do.
