The issue is not as simple as transportation but what WLP is classified as for the purpose of transportation. Is it a residue that can be reused or is it waste. The Basel convention prohibits the trans boundary movement of hazardous/radioactive waste between countries.

Considering that condisoil was never approved, WLP at this stage can not be considered a residue that can be reused. If Lynas can make the case they are using WLP for R&D into reuse, which I believe they can, transporting between countries should not be an issue. Lynas will still need approval form whichever country they decide to continue the WLP R&D and then storage facilities will need to be built.

Its a complex issue with many variables that need to be considered and while not impossible, it certainly wont be easy and it will be costly IMO.
