It's critical to protect Lynas' IP. Lynas is not alone, IMO, IP protection is also concerned by TSMC and Samsung when they set up their chipmaking campus requested and financially supported by US. Two chipmakers are asking more: sharing 52 B chip subsidies.

MP has no mature IP regarding separation. Of course, MP says we'd like to share tech data with Govt. So potentially MP may want some tech support from govt in the slogan of American critical mineral supply chain for national security. It's too cheap to sell IP at $30m. If it is 3B (I am not good at valuation, just a figure I can figure out), Lynas may consider about it.

It's super fair and reasonable for Lynas to keep the bottom of line i.e. IP protection. Remember, Lynas is the only one outside China. US invited Lynas to help secure their domestic supply chain. Actually, there are more profitable and efficient places like Vietnam, Malaysia available for Lynas to enlarge production capacity, and IMO these places are quickly growing magnets making areas with close connection to Japan. I don't think the nightmare like before in Malaysia will repeat since many geopolitical and economic changes (green shift) have taken place
