Lei, I can only half understand the post, but I think the article is dead wrong on assuming phase 2 will produce nothing. It will produce, but how quickly it will ramp up to full production is unknown.
If one takes I to account phase 1 production only then any extras during next 6 months becomes a bonus, and as someone else stated elsewhere it appears on some rough assumptions current sp is fair or cheap only based on phase 1 production.
I'd say the announcement was in line with expectations, but definitely leaves room for up-side surprises.
