I presume the differences between the DSO and on-site processing operations would be in the design/layout of the site
Even if they wanted to do a straight DSO, they'd still need the CAPEX. Be easier just to get funding for the whole thing than to do 1/2 and 1/2
In addition, there'd be significant lead time from concept design to actual production. You run the risk that if rock phosphate prices drop, you'd be making a significant loss
If I were an investor that was going to fund the project, I'd want to make sure the project has the lowest amount of risk in order to get my funds back. In my opinion, the lowest risk scenario would be the downstream operations over the DSO operations
