As far as I understand, it means that all the fines can be processed and sold without impacting on the 1Mtpa ROM limit.
In the interview above, Paul Stephen states that there are 300,000 tonnes of 'fines' @ 50% Fe. This means that we have 150Kt of Fe sitting in large piles, awaiting (stage 2) processing. The value of that Fe would have to be over USD$15M - much more than I imagined. (happy to be corrected on this if I am wrong).
