If you re-read the announcement you mentioned it says...
The new securities will be issued to Riva: (a) to the extent that there is sufficient shortfall from the Entitlement Offer, as part of that shortfall, without the need for shareholder approval;(b) if there is insufficient shortfall, pursuant to the Company's placement capacity under Listing Rule 7.1,
So the entitlement has to be taken place first before msm decides how to place shortfall/additional shares to RIVA and that's when they receive the money...
