I agree that this will be very good value for income if it keeps falling provided they maintain the dividend. There is a danger in chasing stocks for dividend alone. Just look at what happened to Telstra. Holding off rate increases is a dangerous strategy in my opinion and may backfire. They could end up taking a big hit on profit and at the same time not increasing market share. NAB was over $40 before the GFC so it is seriously underperforming.
