Tsingshan could potentially supply nickels to Tesla if it reduce carbon footprint. And it is planning to use wind farm or solar for power consumption.
my pure speculation is that, carbon reduction won't happen overnight, so Tsingshan sign supply contract with Chinese company Houyou cobalt, but for one year, not long term!
once transitioning of NPI to battery nickle is completed and improved, more importantly, reduced carbon emissions, Tesla is the play.
