Well this is interesting, and out of left field for me.    Cannot imagine who they are purchasing?   Maybe a US based with complimentary business model? (so as to build business as the shackles begin to be released with gambling in US)

It's positive IMO as the raise is to support the purchase.     Dilution and at what price is my concern.   Would be good if at a premium to current SP as there has been less than 60,000 shares exchanged over the last month.    Also expect to see 4C released at the same time IMO.   Top 20 and particularly directors have huge amount of skin (shares and cash) in this company.
