My guess is that if stage 2 goes ahead then in a few years time the ORE share registry will be largely populated by institutions whilst mug punters like me will still be chasing every new lithium specky looking for the next ten bagger. Index funds and pension funds should not be hunting baggers and most retail speculators will not be chasing yields. If Orocobre's share registry is still retail heavy in a few years time then my guess is that they would have had to have messed up somehow.
Also my understanding is that the lithium battery business is already being monstered by the likes of Panasonic and Samsung (?) as well as Tesla. Good luck if you can spot a start-up lithium battery operation with a novel technology that can mix it with the dominators but even so you have moved out of the materials sector and into the technology sector, again a different style of investing.
