The deadline is really up to DOE, but I would expect the declaration of FORCE MAJEURE last year will help result in an adequate time for drilling being approved by DOE.
The alternatives would be a bad result for all parties.
While nothing is guaranteed, the latest BRR interview indicates to me that OEL and BHPB management are quickly progressing to final handover of sc55 to OEL.
After this OEL will "follow up with the Government to obtain all necessary approvals" this would also involve OEL presenting a work program and budget for approval.
