Don't know about that Dave. The infrastructure has to be developed for all at great cost to the country. So poles and wires/roads and what have you needs to service this vast country of ours regardless of the population. You cannot ask a small town in woop woop to use kerosene lamps and wash in the river, etc. And this has been my greatest bugbear about the privatisations pushed by the World's Greatest Treasurer (BS Extraordinaire Keating). Our vast land has to have public owned utilities so there is cross-subsidy between the heavily and lightly populated areas. "Natural monopolies" should never be privatised IMO! But that is another topic.
