Of course the PEK BOD can domicile where they like.
Remarkably BOD don't always act in SH interests, or put such matters to SH vote.
But shareholders can make their own choices.

Consider PM8:ASX (now PRE:LSE) and KLA:ASX (to be AEM:TSX ?). Both tragic re-domiciling episodes for SH on the ASX.

Please be wary of inducements offered by lenders.

PS 1 : you may be unaware that PEK is currently subject to Australian Company Laws
and ASX Regulations which do assign reasonable property rights to owners.

PS 2 : Have you considered that ore processing in Tanzania might actually be preferred/required.
