This will be so they can fulfill their soon to be U.S. Government contract being one of the first as they locked it in and word is the U.S. Government is looking to buy and secure contacts soon. PEN is one of a few they will be buying from and pen will have U.S. U308 to sell the U.S. Government upfront then work a deal for more from lance on the 6 month restart.
