For 12 months they have said that they don't need cash for existing operations, plant expansion etc. They have though consistently said that "if" they needed cash it would only be to fund significant new growth.

If growth is being ramped up, as alluded to in the announcement, maybe we need a lot more raw materials, inventory, staff, equipment(boats etc) and the projects that they are looking at have a lag of 6 months or so from inventory build up to application and finally to payment. You have to be able to fund this lag. but if there is such a lag there is also some serious growth beyond it.
