That is for a political reason. It was the stupidity of the previous Australian government that triggered it.
The US is well known as the champion of the free market. And yet it forbade US companies exporting microchips to China, for an example. And it even froze Russia's money. And it is still not satisfied with that; it made the G7 agree to use the interest earned by Russia's money to finance Ukraine. There is no legality for that.
