Taxed - not sure what regulatory scrutiny you are talking about. All lenders, whether they are the big boys or the likes of Pepper are required to comply with responsible lending obligations if that's what you are trying to infer.
Pepper was also listed in a past life, just in a different guise, so I'm pretty sure they'd be familiar with their ASX listing obligations too.
