If anything I would think climate change has reinforced the need for insurance especially against bush fires and floods. I realise premiums are expensive but think not insuring would be the last thing people would let go of. There was talk around the recent bush fires that governments may need to step in to make insurance affordable, whether that be subsidized or by way of levy I am not sure.
