    I guess the main issue here is that insurance contracts were signed while referring to the repealed Quarantine Act of 1908.

    Maybe they didn't read the small print
    Now, does declaring the state of emergency give insurers a right to call on Force-majeure? Did something similar happen anytime before in Australia?
