personally, I think 2ic's explanation is reasonably credible. Its just a theory, but I find it more convincing than "belated recognition of the efficacy of marine mining re phosphate" for example.

Looks like a great trading opportunity for short termers (not me) ... but lets come back in a week (when the 8c scrip has been issued) and 3 months (when we can see the amount of real progress on the phosphate).
