VO were saying the benefit of their launch, is that they can turn it around extremely fast.
if you believe Anies, the VO rocket is not big enough to launch more than 16.
why, maybe the critical design review caused the weight to be higher than anticipated.... or the cubic space for the sats in the dispenser with 20 is more than can fit.
