Where is the Directors (and CEO) accountability with this? A financial fine only hurts shareholders whom have zero liability exposure. Therefore a fine isn't going to fix anything, but criminal charges for aiding AML against the top right down to middle management will definitely clean up the industry and put other operators on notice.
