As an operating model, casinos have always worked best when government turns a blind eye to the money laundering and various other compliance issues.
The public (increasingly) expects government to do more to address the problems, including accountability for the mess in society that they facilitate. SGR is simply paying now for the many glory years they had, as eyes were averted.
Every single holder that bought before today is now underwater; many are clearly jumping ship.
