The extra tax is essentially punishment for misbehaving. It makes it look like the government is doing something in the eyes of the general public just before an election. They need to keep it running as it is a gravy train for the government and employs a lot of people. In the end, it is the shareholder that gets screwed possibly down to nothing and even more if CRs are required to keep it going. Perhaps the government should buy it out if it's not going to leave any meat on the bone.
