I’m sure they do but do they have the right to break contacts at the expense of shareholders without recourse? If so why should anybody invest in any government dependent business? Transurban Ramsey, Medibank, Telstra, TLC, Event & so on. Public private partnerships only work if they’re mutually beneficial but if governments can’t be trusted to honour agreements then no one’s going to bankroll them
