hmm.. that is a bit of a pain for the patient but not unlike a cafe only allowing you to eat food they sell you. I don't really get how it causes weeks of delay though. If its in stock at the wholesalers, they should be able to get their hands on it within a day.
I don't think of this as rorting the PBS, even if its not a very patient-centric.
