Link has coal to sell, questions is to who. India and china are likely candidates, but given that this could give them some independence from Australian coal producers it maybe that australian coal produces who may need to acquire it to keep their market share. After all link is looking for $1-2 per tonne for thermal coal that once dug up would sell for anywhere between $100-$190. Price of thermal coal is still high and likely to continue. Link could possibly get JV offers as well that may also be more attractive long term. Regardless i suspect that it will sell. PB maybe wanting more but if he does not sell this time, when? and what happens to all of his other plans if there is no sale.
As for QLD's ban how does that work, Link is still doing its pilot and CXY has plans for their power plant in kingaroy, which last i saw was still in qld? anyway south australia and America maybe better options anyway.
