Having worked in the sector on both sides, public and private, it comes as no surprise. The inefficiencies of bureacratic structures, the empire building mentality of management layers (where its all about how many people you have under you and therefore your control and influence), the mindless survitude to local polititians and their PR machines, the farming out of problems that are "too hard basket" to consultants, the lack of a profit/accountability driver, the waste, the games, the petty politics, etc etc.
The ABCs show Utopia is very real.
Melbourne's west gate tunnel project is a prime example of how the public sector failed. Transurban will continue to thrive in such democratic vacuums around the world.
On energy policy, I think AGL is doing a Transurban. Quietly taking control as the political class squabble and build their ant hills.
