It would be wrong to believe that concessions cannot be revoked. What a government gives, ie a concession to a toll road, a government can take away. It's also wrong to believe that dividends/distributions/pay-outs, call them what you will, are certain. Things can go wrong, it's part of the risk/reward judgement before parting with your money.
Depending on your circumstances a stock, like TCL, with tax deferred or capital return components in its distributions could be tax-wise advantageous.
It would be wrong to believe that concessions cannot be revoked....
