Is it perhaps the ACCC getting a sly dig in against the NBN?The article linked above stated end of NBN rollout 2020, so 4 years with the prices to be set mid 2019?
Realistically it makes no sense, less than 1 year of prices to set, ACCC has basically just said "you've told us you'll be finished in 2 years, we believe it will be 6", or alternatively "we believe you are 3 times more incompetent than your belief".
IMO they could not possibly justify another cut in access costs, doesn't mean that wont be the result, just that it wouldn't be justified in any way at all.
