    This is likely a common sense realisation by ACCC and big players that NBN wont be finished by 2020. Even the 18months given post rollout to an area typically blow out for individual problem sites. NBN often skip and re-assign disconnection dates to complex sites. There are often good, and un-avoidable reasons for these. Infrastructure, HAZMAT sites, addressing issues, safety and security concerns, shopping centres. There is a lot of stuff that plugs into copper lines that dont necessarily work on NBN also.

    The confusing part of this announcement is the words common sense & ACCC used in the 1 sentence.
