Telstra was dominant with 100mbps plans, so they have more people affected, TPM might have had a fair few from iiNet, but TPG (the isp) and dodo dont have many high speed plans, and Voda didnt even do nbn until recently.
You can see in the graphs below for 100Mbit, TPG did go for high speed early then backed out and Telstra ramped up. (dashed line is result for the quarter, solid os overall)
Optus probably has the biggest problem after Telstra from there 50mbps plans
