I don't know if you simply don't understand the root cause of the issue or are just refusing to acknowledge it.
The customer's who were targeted by these practices were on mostly prepaid mobile plans, converting this to a $100+ per month plan. You would not get a single bill for $3,000. It would accumulate to this point after months of not being able to afford it.
If you want to see how far the rabbit hole of this goes just Google, "Telstra ARO". It is systemic. I've seen grannies switched over to unlimited internet bundles when they were previously on a $25.00/month landline. I don't see how you can try and justify this.
