Ex bond holders' shares should be actually under-escrowed that they could NOT sell those shares for a specified period of time. Unfortunately, no escrow was imposed on them.

For new ODN shares to be issued to gridComm's owners in exchange for purchase consideration of gridComm, those shares may be escrowed for 12 months or 24 months which will prevent them for selling under the ASX listing Rule 9.
