They are mostly concerned about wholesale side. The networks. Another entrant who is using TLS, Optus, or Voda network is irrelevant. They don't have much effect on competition if they are bound to those networks and TLS/Optus/Voda have complete control over pricing.
ACCC wants a fourth network, but that won't happen because the population is too small, margins are too small, and there are no businesses with the money/willpower to do it. The only option is to bolster the third network provider with the merger so it can take on the big two. Who knows what Simms will say though, he is a lunatic.
