how long was the merger in the works behind the scenes before it was announced?

did TPG ever really intend to go on its own 4g?

does the towers that they had built and spectrum they had purchased merely complement voda? or was the spectrum unneccesary if this was the case?

I'm not sure what the legal ramifications are around mergers and if tpg could ever admit that this was never going to be a stand alone network.
