I interpret it to mean that TZN is letting another company do exploratory work on tenements it owns but has no plan to explore itself as it is focused on Bird in Hand and the African campaign. Rather than letting the tenements go they are farming them out to others to explore and keeping a small stake or will sell off if they can to get some cash.
