    I thought it may be that one of the top 2 holders may get too much control if they do buy backs.

    Eskom can not be allowed to fail, without power a country can not run, since its government owned, the government will pay and with long term supply contracts with fixed terms ensuring a profit made (eg 8 years) its quite secure income that protects the company in case of a downturn.
