Untill it is sorted COP still own 35% and are part of the JV so won't hold anything up they would be out voted. There is more incentive for COP to sort this out soon simply because A: they recieve the money earlier and B: they don't want to get involved with more spending...
The JV does have deadlines agreed with by the Govt. They are the real movers in these projects.
With regards to Lawyers very little would get done without them unfortunately...
