Former Minister for Minerals and Energy Lefoko Moagi says he welcomes the ongoing forensic audit, as it will improve governance and accountability. In a brief interview, he said that although ministers are known as heads of government departments, they have little administrative powers over public servants in Management and Boards. This arrangement, creates gaps for them to fully appreciate what is happening in their ministries. “The political heads who ask parliament for funding, must have line of sight for its usage. Currently, once budget is approved, it is left to the Permanent Secretary and their officers and if the minister is not bothered, things can happen without their knowledge because all administrative matters stop with the PS. We see PS or parastatal heads being hauled before the PAC, but not the minister. This disconnect can breed a situation of verbal directives with no trace for decisions made”.

He is feeling confident back then.
