Bank =cash and no, there's little point in raising "spare' capital at pre discovery levels as the effect on the issued cap is dilution per share when they do have a discovery.
If you're not using the cash on a specific program then whats the use of having it? Most small caps raise as much as the broker or directors can. They think it'll add value and confidence to their stock but it does the opposite in the long term.
