I think the risk is far more systemic than that. organizations run on the basis of a shoestring will always be vulnerable. companies such as SingTel Optus and Telstra are run so cheaply it is a wonder there have not been more breaches.
same as the understaffed, under resourced and low cost low value outsourced offshored banks.
Run something with peanuts and you get the mistakes of peanuts.
All the money laundering scandals, frauds and non compliance is so risky, it is a surprise that Westpac and SingTel Optus have not had more of these scandals.
