It literally is a case of creating less incentive. Why do a good job when you're only ever going to get paid the same as the retard who hangs around the crib hut all day? Why bother being an engineer with responsibility for mine design when you're lucky get 10-20k more than what the digger operator gets? Why not drive a truck, easy money, no responsibility.
