The top floors were also the office of the company who is building the stations so others will not have such a grand building in the heart of it . but you never know .Why not build an office space above the cafe etc it is free space for the cost of the building on top .
That building is also on the Autobarn so a big station like the interstate Freeway Stations between Mel and Sydney they are quite large sites with assorted food outlets
