Well, it will be scaled back because it says GGP will raise $2.1m from SPP. Which means there is a cap and if they raise more than that it will be scaled back, and if the amount raised is less than $2.1m, Novus (or their SI clients) will stump up with the shortfall, if any.
That's my understanding anyway.
