If its just to raise 2.5 million with a cap at that amount, and we have 4600 retail investors in GGP, that means all they need is each investor to invest $543 worth to fill that need.

$15000 SPP scaleback to $543...something I can't quite fathom.

Hence I thought the aim is to raise 2.5 million, but if they get more that that, they'll keep it (within reasonable limits).

Otherwise, longterm retail shareholders will feel that they'll be hard done by from this, in light that professional investors get their full amount of discounted shares.
